The PV should at least power on when connected to USB no matter the operating system. If it doesn't, then you either have a bad cable or PV. I had a bad cable, it still powered up but the PC wouldn't read it.

USB cables can be a pain in the ***. Many of them are for power supply only, no data, so verify you have the right cable. Same goes with USB hubs with power only ports.

FYI... This is old news, on an old thread. These reports of WinPv working with Windows 10 are coming up on 5 years old.....
FWIW... I am now using WinPv with Windows 11 (which is approaching 2 years old) and it works well with Windows 11 too...
