I notice it with stock mufflers when going over bridges. Reminds me of the noise you hear from the old 1950's helicopter rotors when they were idling on the ground. I think it is an internal noise that is normal.

Mine really only chirped like that on Concrete roads and bridges. Its has something to do with the surface of the concrete,

Interesting hearing all these ideas. I had 3.5" Rineharts and went to the 4". Same chirp on both. It's actually a little worse with the 4". So, i'm thinking it's not the pipe or the slip-on since the problem really hasn't changed if not gotten slightly worse with the new pipes.

Time to try new $2 muffler hanger rubbers first.

It's not the pipes, nor is it the hangers. I had the same noise with my Dyna running V&H Big Radius pipes, stock pipes, Rinehart 4" on my SG, and stock pipes on my SG. It's got something to do with the harmonics of the exhaust and concrete. Doesn't happen on blacktop at all. I thought there was something wrong with the exhaust when I first got my Dyna, and checked all those things as well, come to find out there was nothing to be done about it.

Mine is more of a chirpy-tick

I've had the stock head pipe with 2 different slipons, Cobra true duals with 3 different slipons, same noise. Used brand new SE exhaust gaskets when I put the true duals on. Everything is cranked down good. Always had that sound. Only change was, the louder the slipons (SE, V&H, noname fishtails), the louder the chirpy-tick.

I'm gonna try the bushings in the hangers.... I'm betting thats it - for me anyway.
