Being the fender and tire are both attached to the fork lowers and move in unison, it isn't the bags lowering the rear. Try as stated earlier, loosen the 4 fender bolts and adjust the angle.

Living in the midwest, drilling out the holes is just begging rust to do it's job. Sure its a cheap and easy fix. But cheap and easy is rarely the best option...JMHO

This photo should be thought about whenever someone tells how they put a 21" wheel in a stock fender and didn't need to adjust the fender. At some point that tire will rub the fender, usually at high speeds when the tire grows.

Here in Brazil there is little information about this change. Three sellers guaranteed that would not need to use lifters. Here in HDForuns multiple users also confirm this.

Also there is no lifters to buy. Mine have been customized.

Mine is not as bad as yours...but you can tell it's burning the paint.

Old topic, old thread. I’m about to light mine on fire.

I installed a 21” with an Avon and didn’t drill. It rubbed the fender and burned the paint.

I picked up a replacement fender, had it painted and installed the lift brackets last week,

rode today and destroyed the new fender when it whacked the crash bar.

Im fkn PISSED. I’m hoping MAYBE a paintless dent remover guy can roll the dent out, but I’m not hopeful

im taking the brackets and throwing them in the river.... then drilling either the new repaired fender OR the (soon to be) repainted burned fender.

If if I have anymore issues, the bike will follow the brackets into the river.

Now that is what I would do, or put stock tire and wheel back on.
