This is a ad local to me for a 07 with 7k miles for $8800. You can find better. Go for 07 and up if you can. At least get the 96ci and 6 speed.

My 05 has 4880 miles on it when I got it. It was 7 years old at the time, and I paid 12900 for it. I paid too much, but it was exactly what I was looking for (it had to be black) and had upgrades I would have done anyway (chrome lowers, chrome hand controls and headlight/spotlight visors).Not only that, it was flawless. It was worth it to me. That said, almost 4 years later I wouldn't pay that that much for it today.
Thank you everyone that has responded. I worried about the low miles as well. I keep hearing it is all about the price point here is what my research has come up with. NADA says 8200 Kelly is 8700. Asking price is 12000. I was thinking around 9000. I know it is over book, but that seems low to me. I will be the second person looking at the bike since she put it on the market. Lost her husband over the winter. So not sure how far she will move on the price. Suggestions on what is fair. Again thanks for all the help. Been blowing google up all morning researching all the comments.
remember when you are looking at NADA or any other "book" , you have to consider if the bike is a dealer sale with warranty and lemon law protections, or is it "private party"
Clean retail is dealer sale, bike should be up to date on services, good tires (not rock hard ozone damaged 10 year old ones) etc etc etc.
Private Party sales fall somewhere in between average and clean trade in values.
old frame, old engine, needs tires, service, brake lines flushed, etc etc etc.
Don't pay more for it than you would get from your insurance company if it got wrecked.

Aside from the "valve-itis" and cam tensioners that was already mentioned, another to check is if they upgraded the 38amp rotor to a 45amp rotor. If not, easily purchased kit for about $270 from HD. For a 2005 I wouldn't pay more than $7500 but that's just me. You have to figure, 07 saw the TC96, 08 saw the 6 gallon tank, Brembo's, and TBW, 09 saw a whole new frame, and now the Rushmores changed the landscape again. You looking at a bike prior to 4 significant upgrades to the model line.
I bought my 05 Electra Glide 03/2013 for $7500.00 from the original owner. It had more miles, but was in excellent shape and had some upgrades. I would look at a 09 or newer, you can find some great deals if your patient. If your willing to spend $9000.00 on a 11 year old bike, it shouldn't be a problem to spend 12-14,000 on a newer one.
Thanks again guys. Bike was clean minus a few chips in the paint. It started right up and ran good. Tires looked like new. Offered 8500 which sounds like I still went a little high. She didn't seen interested but said she would let me know. We will see. Thanks again for all the thoughts. After seeing some of these thoughts on all the up grades after 05 just might back out if she does say yes.
FWIW, even if the tires look great, if they are the original tires they're probably not safe.
As has been said, if you decide on this bike and it works out, plan on buying new tires and, at a minimum, change all of the fluids and service/lube all cables and grease points and have all rubber bushings checked. Any vehicle that sits unused tends to have grease harden, rubber dry rot and the oddest bits and places can collect moisture and corrode. Not to mention that oils and other fluids can change and become corosive and/or leave unwanted varnish and deposits.
Just stuff to keep in mind when making your decision.
