CAUTION
"DO NOT" overfill the primary chaincase with lubricant.
Overfilling can cause rough clutch engagement, incom-
plete disengagement, clutch drag and/pr difficulty in
finding neutral at engine idle.
I am reasonably convinced you got it "backwards"

I always use 1 qt. Have for many years on several different twinkies with no problems. FWIW, your clutch would be perfectly happy dry. The lube is for the chain, compensator, and to help with heat from the stator.
Several aftermarket clutch companies recommend as little as 16 oz. with their clutches. Just enough the chain can pick it up and toss it around.

have been told to fill primary oil up to bottom of clutch inspection cover.
seems to be showing this in the pic below from manual also.
