There warnings about low primary levels in most HD service manuals and how that may affect shifting or finding neutral. My 2013 Road Glide Ultra calls for 38 ozs. when doing a normal fluid change and that's what I do.
My Manual says:
CAUTION
"DO NOT" overfill the primary chaincase with lubricant.
Overfilling can cause rough clutch engagement, incom-
plete disengagement, clutch drag and/pr difficulty in
finding neutral at engine idle.
I always use 1 qt. Have for many years on several different twinkies with no problems. FWIW, your clutch would be perfectly happy dry. The lube is for the chain, compensator, and to help with heat from the stator.
Several aftermarket clutch companies recommend as little as 16 oz. with their clutches. Just enough the chain can pick it up and toss it around.
in my past primary fluid changes, i used 38oz., so when my indy said 32oz was okay...
that is the reason i posted in order to see what others may have come across variations in fluid use etc.

have been told to fill primary oil up to bottom of clutch inspection cover.
seems to be showing this in the pic below from manual also.
He is an INDY what does he care what you put in it. I would nor recommend listening to him.
Primary cover change : Simple in 2016 they made the narrow Primary standard on all Touring bikes. The narrow Primary cover shape and designed required a different cover.
