If you look closely, when they went to 38, Harley shows the new level apx 1/2" higher in primary. At the top of the clutch spring rather then at the bottom. Shortly following that, they redesigned the compensator bearing and added the drip tray trying to get more lubrication on the bearing.
Lubrication is only a problem at very high continuous speed. Varied speed and stop and go worked fine with 28-32 ozs...
Put it to the proper level but be sure to understand where that is. Post 19 sort of sucks at that. My son put two quarts in mine one time looking at that picture. He filled it up to the edge of the derby opening.
I looked thru my 2014 Tour service manual for a level and there is none for primary. Simple 38 ozs. Someone on here in these endless repeated post on the primary, someone had come up with the level at the top of the diaphragm spring. Not sure were they got it. mgmmgm, do the 38 if that is what it says for your 2011. If you can, with bike level note were the 38 gets you on the spring and get back to us.
The owners manuals for both my 2009 Ultra Classic and my dad's 2014 Ultra Limited say 38oz in the primary for a regular fluid change and 45 oz if you take the outer primary off.
Keep in mind if you have a 2016 touring bike or other year with narrow primary you need to disregard some of what you read.
The Narrow primary bike needs to be straight up when you fill it. If not the correct amount 38 OZ will run out. Yes 38OZ is the correct amount. Not 32.
No wonder so many seem to have compensators failing and some of us have never had one fail.

So I should ignore the 2016 Touring service manual and 2016 Owners manual when it tells me 34oz wet for the primary. Damn MOCO trying to destroy my scoot! lol...
