you have 13" shocks in the rear- you could get 12" rear shocks- these are stock on the FLHX streetglide model ( and other "X" touring models) and a take off set would run you under $150
otherwise for under $50 your can get "lowering blocks" on ebay these bolt to the swingarm at the shock mount...and the shock mounts to the block- which alters the angle of the shock. pingel or burly are the better names.

1990 FLHS here! All the shocks solutions you can read about in here for recent bikes will fit yours. Personally I wouldn't use lowering blocks, especially on your older bike, as the swingarm is prone to splitting. Later bikes have a more robust swingarm than yours, which solves that.
Why do you want to lower your bike? By doing so, using the popular ways, you risk reducing ride quality, especially if you ride 2-up. As a new member to HDF you might like to know there is a dedicated Evo section, where you can meet up with fellow FLHS owners.
