Some of the older lowering brackets move the bottom end of the shock towards the rear an inch or so, which results in the bike being lowered. This changes the angle of the shock travel and you lose some cushioning...makes for a harder ride. If you don't get shorter shocks, then get lowering brackets that truly lower the bottom end of the shock....not the ones that move it back.
I have a set of the lowering blocks I took off my streetglide. I can't remember the manufacture. I bought them off ebay for about $50. If you are interested, I would sell them for $35 shipped to lower 48.

Gambler is telling you right! I bought the lowering blocks off ebay. Put them on my 09 egc. I put them in the second hole 2 inch lower like the manufacturer suggested. I didn't like the stiffer ride, plus when I removed my hard bags for cleaning the rear wheel, I saw my shock had been rubbing my hard bags. I tried the front hole and it was better. He didn't recommend using the third hole 3" lower because of possibly bottoming out. I took them off. I think they will fit everything with hard bags. If you want them I'll sell the kit real cheap. I have the HD rear profile shocks for my 2010 ultra. I tried a set of lowering burley lowering brackets in combination with the shocks but had concerns of bottoming out and did not like the ride at all. So I took of the brackets and just have the profile shocks which I am still fine tuning the correct pressure for me. So far 25 lbs. seems to work the best but I am still up on my tip toes. I'm going to pick up a reach seat and see if that helps. If I were to do it all over again, I would try the progressive shocks. Good Luck...
I have a new set of HD profile low air shocks off the wifes 09 Street Glide. I will sell them for $150. including shipping. We lowered her bike 1 inch further with progressive shocks. The progressives do ride better than the HD shock and are still an inch lower than HD's lowering shocks.
