Yes there is such a thing made by Legends Motorcycles http://legendsmotorcycles.com/ I've been using one for about 4 years, it isn't cheap but works great!
I have the Legends Sliding Tourpak and I will tell you it's the single best mod I've ever done to a bike I've owned. I ride solo 80% of the time and I've NEVER been so comfortable on a bike! The TP backrest and lumbar pad, support my back from the bottom of my spine to my shoulders. Every single person that has ever sat on or ridden my bike has been totally amazed.
You can argue about the look, but nothing can beat the rider experience and pure comfort, and that's all that matters to me. It has several positions for both solo and slid back for two up. It takes less than 60 seconds to go from solo to two up and I can very quickly adjust the two up position to accommodate my passenger, from super short to rally tall. Sorry to gush, but I love it and it gets major attention when I'm at a rally or bike event.
Another unforeseen virtue is the change in handling. Moving the TP right above the rear wheel and not hanging off the back makes the bike noticeably more nimble. Only a shame that Legends didn't continue making it for the new frame.

It don't look bad? I like it! If you want to look cool ride a chopper! For me a dresser is all about comfort.

Basically allowing him to have both a two-up position and then slide it forward to achieve a one-up position with the tour pak. Is there such a rack and if so, where can I find it? I looked and all I could find were racks that only allow a few inches of movement.

Here is the one I have on my 2012 FLHTK, called "Tour-Pak Relocator" works great, moves up as shown in post #13 and back from there about 6". I also have the pad that fits between the tour pak and the seat to fill in the space.

One thing to remember, when the Tour-Pak is FULL and in the extended position, be careful in the turns and slow handling. It does mess with the balance. Not terrible, but a "surprise" when you first feel it. I don't any more after riding with it for so long. It is a great upgrade though.
I went for a ride this morning by my self and it feels a lot better to me. I thank I just need to get use to it. Yesterday I was taking my daughter with me and on wet roads and a little stressed from the purchase.
I'm liking it tho. I will be doing a little tuning and I thank that will do the trick.
I have the adjustable HD rack but it's only got a range of 1-2" and its only adjustable if you remove the nuts and choose the alternate mounting holes in the baseplate. The Kurukyn mount seems more versatile but still insufficient for use with a solo seat.
