Hey does anyone know if 13" hand adjustable shocks will fit on a 1998 Dresser?
The short answer is yes, the shocks will fit, BUT, my understanding is that the chassis on your bike is not suitable for the newer hand adjustable shocks. I looked into this exact option for my last bike, a ‘99 Road King, and that was the conclusion that I came too, after much research here on this forum. The gist of it is that the new hand adjustable Harley shocks are configured to spread the rebound and compression on the bike across the swing arm, and the older swing arm design on your bike is simply not strong enough to support that configuration. I didn’t feel like taking the chance of stressing or worst case cracking my swing arm, so I opted for the Bitubo Twin adjustable shocks for that bike.
The Bitubos weren’t as inexpensive as picking up some Harley hand adjustable shocks, but the Bitubos were also not at the high end of the Harley shock price range either. In my opinion, the Bitubos are the best bang for the buck for a new set of very adjustable shocks, built to your specs, from a forum sponsor here DK Customs, and I am pretty sure they offer forum members a discount.
Stay away from the new shocks as HM advises! As already stated the older bikes are designed for evenly matched shocks on both sides. I would not even think of trying a system like the new ones on any bike not designed for it. And they are not really that good from what I have seen. Find a take off set of Ohlins, Bitubos or even some Progressives and I think you will be much happier with the results.

It was for my neighbor but understand. I found the stock hand adjustable ones on my 2014 Street Glide were much better then any air shock I had with my old Ultra, But I will advise him to look into anew set of shocks.
