Default SEST closed loop questions?

Hi all, I'm still trying to get a better understanding of the SEST, I'm interested in the closed loop mode. I thought that the AFR tables highlighted in red(14.6) were the areas that the bike runs in closed loop, the map I'm using has the AFR to 14.6 up to 80%kpa and through 3750 rpms. I can pull up the closed loop bias table and it only has settings up to 3000 rpms but goes up through 100%kpa, is the bike still in closed loop from 3000-3750 and is there a reason for 90-100%kpa adjustment? I also have looked at other maps and on 07 bike maps there is a CLB table for each cylinder but only 1 table for the 08-09 bikes why is this? If I understand the CLB tables correctly 780mv would make the AFR more like 14.1 instead of 14.6 but would still be working in CL mode.
