Mine did it like dawg said only I was able to take the cable and twist it 1 loop over the screw without taking it off worked on mine. it was a pita for awhile .
I had an older tour pack some time ago with the factory folding hinge. It rattled like the dickens. Even after tightening the rivets, it would still rattle. Believe me, the cable is a better deal.
I have the eglidegoodies hinge and it works like a dream. Had it for a year with no issues.
