Landmark laced wheel, radial tire, tube, will it work?

Landmark laced wheel, radial tire, tube, will it work?
Another annoying question that I cannot find a direct answer. So I am hoping somebody has already tried the combo.
My brothers bike is a former police 2009 Road King that is morfing into a nice bagger during the WI winter. Sitting in his shop is a 21" Landmark 80 spoke wheel and an Avon AV-71 120/70R21.
Now Landmark insists on running a tube. Can we run a tube in that radial? Sound like the tube should match the tire. Does Avon make tubes?
And will the tire's 62 rating of 584 pounds be enough? I know the bike is 800 plus a 200 pound rider. But I don't know the front to rear weight balance.
Would there be a better tire plan that still uses a radial?
Thanks, Bob
