It is a littler lower as far as overall emissions but it contributes to photochemical smog. So it is no better than gasoline and in some cases its worse creating more ozone at ground level.

This is correct; MTBE has been phased out and replaced with ethanol as a oxygenating agent in the industry. I would be very surprised if anyone is still using MTBE. The only time that ethanol is added to gasoline is where it is mandated by the EPA in non-attainment zones. This adds to the cost of gasoline because of additional storage tanks at the distribution terminal, the cost of trucking it, and splash blending it at the loading rack. I am not aware of any reason why non-oxygenated fuel should cost more than oxygenated fuel. And yes your mpg will drop with oxygenated fuel because it has a lower btu value.

Finally winter and summer blends of gasoline are blended to different vapor pressures by varying the amount of butane in the blend, but I know of no reason to add ethanol only during certain times of the year. But I have been away from this issue for something since retirement.
