Default Cam cover question

Okay i am building a 2001 Road King for my uncle and the original cam cover was pretty nasty underneath so i decided to replace it. I bought one to fit an '01-'10 model but when i pulled the original of i realized a difference. The covers for the '99-'00 had the hole bored in the middle for the sensor (i guess it a cam position sensor?) and the cover for the '01-'10 did not have the hole. This is more of a curiosity thing since no matter what the answer is i have to get a different cover. I guess i'm just wondering why i have a 2001 model with the '99-'00 cam cover/sensor setup? Oh yea this is a Police model if that makes any difference?
