a bad tire can cause the wheel bearing to fail and vice versa, although a bad tire will not usually cause the bearings to go bad...about the bearings going bad in the last few years there has been a ton of early failures on front wheel bearing....that said I would check the front wheel bearings again (remove the front wheel and axle and turn them with your fingers, they should spin smoothly and evenly with no gritty feeling, tight/loose spots, and very little side to side play and have no signs of anything coming out of them...) next check the axle and where the bearings fit into the wheel there should be no signs of wear...with all that done move to the front forks and check for any miss alignment (the axle should fit squarly between the 2 fork lowers) ...look at the top of both fork tubes, they should stick out of the top of the triple tree the same amount...next I might be inclined to loosen the fork clamps and re torque them as per the shop manual...if you find no relief from all this I would look inside the forks, pulling out the springs and measuring them and checking the oil levels..

Adjust your stering stem: book says 1 full rotation I went with 1/2

Meaning: turn full right/left on bars go back to center

Front Springs: http://www.worksperformance.com/html/street.html

Air Pressure

Could be a bad tire make sure you have less than 8.0 Oz. of wheel weights if more, Lop or Metzler will give you a new tire..

Mine wobbled also after I had the 407 replaced on tire recall my bearings and steering neck are also tight . Not as bad with tires pumped up and rear air shocks maxed out . Think 407. 408 are crap. Replace rear with American elite. Will to front in front. My 407. Front never wobbled. Just wore down

If its only in a defined speed range, usually 40-45, it is the neck/head bearing above your forks. Needs to be tightened.
