The service manual says to add 28 oz. on pg 1-25 when changing. The capacity table on page 2-6 says one qt. I guess 32 oz. is the maximum allowed.

This is why I am puzzled. I added 32oz, but it still shows as being low when checked cold. That's why I came here to ask if it needs to be checked cold, or hot because the manual does not specify.

Better to check the level at operating temp.

No, it read the same, I guess that's why the manual does not specify to check hot, or cold, because it does not make a difference. You do want to wait 5-10 minutes after you shut the bike down to allow the oil to settle in the pan.

I ended up purchasing another quart and added little by little until the level was between the marks on the dip stick.

I'll actually get a different reading depending on whether the "F><A" is facing up or down because the dipstick doesn't go straight down into the oil, it's at a bit of an angle. I rotate the dipstick counterclockwise one full turn before removing it.

I believe they made this change to the procedure because thicker transmission oils, like Redline are more commonly being used these days which don't drain as completely and they don't want people blindly pouring in 32 oz. JMO

And the bulletin also says to check level with it resting on threads, unless he has a trike.
