Buff, if anything, I would say that if you need to go with 15mm of sag you have the wrong springs. I doubt this is the case.
The idea of 1/3 and 2/3 travel is that you need the rear wheel to be able to extend when the road drops under you. Without that travel you risk losing contact with the road. There is nothing logical about limiting your rebound to 1/6 of your total suspension travel.
I would suspect that you may be measuring improperly. Three turns of the compression ring after a 1000 mile break-in should not cut the sag in half.
Your damping adjustment sounds like it is set too low which may be part of the issues you are having. You need to re-evaluate your settings. Keep us posted on the results.

I got my JRI's (B 13")on last night. Talked to Howard briefly to line them up properly. 18 clicks out on rebound adjusters and I left the springs as they arrived for now. Ride is much more solid than my monroe shock air ride. I will do sag over the weekend and get some miles on them. My ride to work is on terrible freeways all the way. Lots of small bumps and ripples. The ride was firm, but not stiff. It is obviously too soon to make any judgment as the shocks are not even broken in yet.
