how to wire a 2009 under touring bike to use the 2010+ no tailight rear fender

which specific 2010+ are you looking at? either way it won't fit a 2008- that's the old frame...narrower rear.
H-D uses basic wiring color code
blue/ run
red/yel/ brake
black/ ground
violet and brown for turn signals ( can't remember which is which off the top of my head)
the touring bikes have a connector under the seat for the rear lighting harness attached to the fender.
if you swap finder and lights, get the wiring harness that matches and it should just plug in.
if you are handy you could make your own harness.

Problem is 3 lights with one wired for brake light, one for park, and one each for turn on 09 and back. 10 and up SG use 2 lights and use the turn circuits for brake lights too. I used a Badlander run/turn/brake module when I went with just 2 lights on the back of my SG. Had the necessary resistors to keep the security system happy with LED bulbs, too.
