Default 95 RodaKing wheel swap

Installing 97 road king wheels on a 95 roadking, aside from the 25mm bearings which I have adaptors to convert to 3/4 axle, switched over the original drive sprocket and rotor, installed on bike and now the adjusters bottom out in the slot and belt is not tight, both the old and newer rims are 16x3.5 and all measurements are identical between them , is there something different between 95 model and 97 that would prevent proper belt adjustment?

All Evo Era Road Kings use 3/4" I.D. tapered roller bearings, not sealed ball bearings, and 1995-1997 Road Kings use the same part number rear wheels and hardware...

There is no advantage to converting to inferior sealed wheel bearings.
