Default Clutch won't disengage

I performed a clutch adjustment and cable adjustment per the service manual and youtube vids. I still find it very hard to "find" neutral and once I do, even with the clutch lever fully pulled in, the clutch doesn't seem to fully disengage. it won;t shift to first easily. It "buzzes" like you are trying to fit two spinning gears into each other. Any advice? Also, when the engine is off and I am in 1st gear, when I pull the clutch lever, the bike will not roll like it does when in neutral.

Perhaps too much oil in the primary? When did this trouble start?

Have you checked the adjustment of your primary chain?

How many miles on the bike?
Have you ever replaced the clutch Spring Plate?

My oil level in the primary appears fine. I bought the bike with this issue.

No I haven't adjusted the chain. There should how much "play" in the chain. 1 to1. inches right?

58,000. The previous owner did Energy One Peformance Clutch

cold eng = 3/8 to 1/2 inch
hot eng = 1/4 to 3/8 inch

Whatbwas the isssue and fix? Im having the same issue after rebuilding my motor.
