Brake light switch is likely the problem, I have ridden my 07 Ultra with the throttle cable cruise kick-out switch unpluged for years. I had it replaced under warranty when the bike was newer but it still kicked out from time to time so I unpluged the switch on the throttle cable (right side on the head of the frame). Only thing affected is when you roll the throttle back the cruise doesn't kick out but it does when you touch the brake or clutch.

When I got home last night, there was a gathering of black Street Glides up at my neighbor's house...along with my own black FLHX, that was four of the dern things on my cul de sac...so I went up and as it turns out, one of the guys had changed out his bars a couple of weekends ago, among other things, and LO! His cruise control wasn't working, and all involved were perplexed. I suggested adjusting his throttle cables correctly, which he actually had already done, and showed him this thread and suggested that his problem might be related to the brake switch et al.
Turns out that the thing now works perfectly after adjusting the cables, so kinda what I'm trying to get across is don't overlook throttle cable adjustment as being a likely cause of the problem identified by the OP...that's the way it's played out for me, too.
