What's the volume on your phone or Bluetooth platform?? Had a bud that thought he blew out all his speakers but he actually had his devise volume at 1 click.
Just one of several possible troubleshooting ideas.

Bluetooth transmission is sent with a totally different compression rate than how fm is received.
Simple solution is control your volume with your aquatic head unit.
Also make sure you don't have any eq set on the phone for the Bluetooth.
As gann asked, who set the HU and amp gains? You may want to grab you a 1khz tone and set your gains properly to match the speakers.
What specific HU, amp and speakers are you running?

Is the max volume as in actual sound the same between the two at 15 and 30? If so, it's just one source is playing louder than the other. Could be your phone, the BT connection etc. This happens with FM, CD, different download types onto a USB, etc.
