Just a heads up, I took apart the heads and found there to be a piston ring blow by which corroded the valves pretty badly. I'm going to go on a limb and say this was probably why I was having issues tuning.

Did you do a leak down test on the cylinders?

Update: Got consistent in range compression values. I've been able to tune the carb much more easily now. However, I do have one issue which is that I am getting what seems like a slight bog only from 1st gear. I'm coming from complete stop to accelerating and the bike hesitates so I end up having to feather the clutch a bit.

Running .295 idle jet. 1.75 turns out

My guess is that i'm on the cusp of a .295/.31 jet.

Any suggestions?

We'll need some more info about the exact circumstances of your hesitation to be able to really help you. Is it right when you roll on the throttle? Have you checked or adjusted the accel pump?
