Default Driven Pulley offset?

So... Bought a driven pulley off E-bay for my build but now that I've got all the pieces for the rear wheel and got it on the axel, the driven pulley is rubbing on the frame (doh!).

Looking everything over, checking to make sure spacers are right (they seem to be), that pulley width matches drive pulley (it does), I've run across some info saying that the "offset" of the driven pulley is standard, after 2001? 2007?

Since this is going on a 93 heritage frame, I'm thinking the offset for this pulley may be wrong. Anyone know a source to check for this or a way to measure it? Can't compare it to original because this is a new build and there is no original! <g>

TIA

If you're changing rear wheels chances are the dimensions of the rear wheel hub are different and all you have to do is get a they make them in different sizes from a 16th of an inch all the way up to like a 1 inch spacer for the pulley in between the wheel and the pulley you just put a spacer whatever big you need you just order that size and you install it in between the wheel and the pulley

Or if the pulley is rubbing on the other side then I would have to say that you have your spacers mixed up the axle spacers
