Default Stupid Question

I've got my 2012 Wide Glide up on the jack right now with both wheels removed to get powder coated. I put a new exhaust on and started it up and even though I had it in neutral, it was still showing the bike was going 14mph on the speedo. Is this normal? I figured since there was no pressure from the tire on the belt that that's why it was doing it but I wanted to make sure. Thanks in advance for the information.

Speedo info comes from speed sensor that is in the transmission. I believe the fourth gear. Starting in neutral should not affect it. Someone correct me if I'm wrong.

Not unusal for the rear wheel to turn in neutral when on a lift, just a little clutch plate friction even in neutral. Your rear wheel is off making the resistance even lower so I bet the front pulley is spinning a bit, no?

Yeah it is. I looked up inside the and can see the pully turning. I figured since there was no pressure on it, it would turn. Just wanted to make sure.
