For an LED headlight you dont need a resistor, thats only for turn signals on non-CANBUS ECM bikes that can not learn LED turn signals and hyper flash because of the lower resistance. Possible that you got a dud bulb.
It's a h4 bulb but, it's an led. I bought two and neither one work. My dash lights up with the brights on but nothing all my other lights work just fine
