I'd recommend using a plastic shim/bushing/washer. Just cut up a plastic deli meat container or milk bottle or something. A steel washer could prematurely wear your lever and/or housing. Just my opinion.
FYI, milk jugs are made of a plastic called HDPE. It's a pretty tough plastic and is a great candidate for a bushing or washer for stuff that moves. Like nylon, it's self lubricating, but it's a little harder which makes it last longer.
i had the same problem but with my brake lever. and only noticed after installing alloy art gooden tight riser bushings (they have broken in and are smoother now)
all i did was replace the missing plastic bushing and it was fine. i did the clutch side while i was doing it
