After nearly 20 years mine was so worn and floppy that that it would conform to most any surface. Rebuilt it a few weeks ago and it's a bit better but the locking tab on the arm and corresponding slot on the frame are still quite worn so there is a couple inches slop fore/aft (at the ground) even with the lock engaged. I've rocked it around very aggressively and it's secure and strong.
A close inspection of the position/condition/relationship of the locking elements may reveal that the tab is welded slightly off axis and some grinding on the slot may correct it. Maybe try swapping for a different arm.
Personally, I'd leave it alone unless the bike is unstable.

And mine always sat absolutely flat; even the jiffy extension is flat on the ground. Go figure
Edited to add: I'm not kidding, it's flat. The marks in the concrete you see in the first image was from my '03 Wide Glide when I first got her; that Jiffy was jacked up and never sat level on the ground. I replaced it, and it sat nice and flat after that.
