That's the way to do it.. Loosen the axle nut, push the wheel forward then snug the nut just enough that you can pull the wheel back with the adjusters and not strip anything out. When adjusted to the correct position, tighten the axle nut then go back and tighten the adjusters.
I would also readjust with the axle nut just loose enough so the wheel can be adjusted. You don't need to loosen the nut that much at all to adjust.[/QUOTE
I think thats what was causing the movement. I was loosening the axle nut to much. When I would snug it up you could see the swing arm pull in a tiny bit and then I would check alignment again and it had moved . I started checking with the nut tight and was able to get it where I want it. Wish they had a better way to check alignment and belt tension. Thanks for the help.

It's a 2006 Sportster 883XL. All of the hardware is accounted for, specifically the washer under the axle nut. I've applied so much pressure in attempt to not let the axle creep, regardless the nut side of the axle starts making it's way rearward, by the time the nut is torqued to 72ft lbs, the axle is more than 5mm out of alignment, on the left side of the bike only, the right side stays put. Thanks for any tips.
