Moving lower shock mount forward?
Are you a good welder, with all the equipment? It's your ***.
Could just as easily leave them in the same location and fab a taller perch.
Assuming you have the skill and machine I would suggest doing a couple of welding jobs to make enough $$$ to buy better taller shocks and leave the swingarm alone.
