I just did the same in my bike and went with the custom dynamics turn signal module. It’s plug and play with the stock module on the bike. About $100 with shipping, but no messing with resistors and doesn’t generate any heat plus fewer connections to go bad. It works great! I think Badlands sells one that’s roughly equivalent too for about the same price.

+👍🏻 on what 1340 wrote above.

There are even some of them digital/electronic relays that incorporate a type of "potentiometer" that can adjust the frequency of blinking.

Have you checked the polarity to the non working LED lights?

Mix up + and - and LED lights will not light up.

Default Turn signals

I have a resistor on each side of the rears with a common frame ground the oem lights work when I replace them back in I don’t see what I’m missing

You have a 1998 Super Glide (a dyna Model)
From factory in 1998 most Harley bikes used an 1157 bulb (dual filament bulb) in the front turn signals and a 1156 (single filament bulb) in the rear signals.
The front stays ON at all times but also blinks the second filament when turn signal is activated.
The rear is always OFF and ONLY flashes when blinker is activated (single filament).
What exactly did you put in the front?
What exactly did you put in the rear assembly?
Is the rear still factory? A common change was to change turn signal assembly to a dual filament.
Also some folks have installed a run/brake/ turn module ( a triple play module) with red lenses.
Keep in mind that LED lights are polar +/- sensitive.
How did you install the resistor?
Some LED lights have less lumens (brightness) than the 1157 or 1156...Did you investigate lumens prior to re-working of lights?
While LED lights can be an upgrade...sometimes the visibility can be a downgrade (becomes directional) since the actual assembly was designed for a different type of bulb & light reflection.
Here is a parts link below that may help to clarify parts:
