What is it?
While inspecting my bikes throttle controlls I came across a spring loaded star wheel located between the two throttle cables. Does anyone know what function this serves and how it should be adjustment wise. I checked the Dyna shop manual, but it doesnt give any information.
This is a high tech cruise control like mechanism that parallels putting a cinder block on the gas pedal in your car to maintain a constant speed.
Here is a thread from a couple days ago which discusses the "throttle lock".

That cracked me up.
I put this thing on my throttle lock made by Throttlemate that works using just your thumb (even with gloves on). Work great for when your cruising and you want to give your right hand a rest. Seem to remember is was like around $15.
