Simple laws of physics at play there. Removing any baffling will make them louder but that doesn't mean they'll sound better. The mufflers aren't designed to be run without baffles or they would be sold that way. If you want straight pipes, buy straight pipes. Big City Thunder baffles, I've heard, will fit both SE slipons and Cycle Shacks. Supposed to be much louder but keeps some baffling at the same time to maintain some backpressure and low-end torque. I've seen guys remove baffles temporarily, just for fun and some sound but they don't leave them out.
At high speed, your bike is running at lower rpms and fairly steady so it's not going to be as loud. Mine are the same way and I like that. Loud at a light, loud when hard on the throttle but not so loud when cruising along. Perfect IMO.
Cycle shacks fit me fine, inexpensive, hold their color, loud enough. Ran straight on an old Ironhead Sporty and an FLH that we had. Neither were performance bikes (starting/runnin was performance enough). Got pulled over more than my fair share for and I quote "Disturbing the peace" "Noise ordinance violation" basically the same shiat as the kids with the BOOM in the stereo...The b.s. wasn't worth the decibels...My cycle shack slip-ons don't have a baffles just a ramp that deflects/gives a little bit of back-pressure..at least they aren't baffles like some Cobra's I had in the past..
If you are going to run without baffles your pipes shouldn't be bigger then 1 3/4". My Samson II, Rip Saws are basically 1 3/4" drag pipes with heat shields and power cones at the head end.
They come without baffles and are very loud. I put in some Khrome Werks HP drag pipe baffles, which are very minimal baffles. They lowered the volume just a little. The bike runs great with this setup.

Since you live in AZ don't ride into Cave Creek without baffles, they will hit you with a steep fine for being too loud. I have Screamin Eagle II with Big City Thunder baffles, sound great but too loud to go into Crave Creek.
+1 on what 2007 FXDC and 07bobber said. It's nice to have 'em bark on accel and purr along in lower gears, but equally nice to just have a low purr at hiway speeds.
