Default Primary cover leak

The small plug that goes in the hole where the shifter used to go on my FXDI, is leaking what seals that?
Is it an o-ring, gasket, silicone?

There is a tunnel-like passage-way formed when the inner and outer primaries meet to house the shifter shaft from the mids.&nbsp\\;This tunnel&nbsp\\;is sealed with a round, flat gasket (H-D #63869-06).&nbsp\\; The chrome, outer plug is decorative and does nothing to seal this tunnel.
