I wonder if they removed the chrome or PCed over it?...I PC many parts for myself and friends...I always bead-blast the chrome first and usually get decent results...I work where I have access to ovens ranging from 350 to 1700f but gloss is my only option...thinking of trying the spray-wrinkle black...anyone used this?

This is kind of a dead thread at this point, but I had a couple of thoughts to add about powder coating.
The biggest thing that can go wrong with the finished product is in the preparation. The parts need to be completely cleaned of other finishes and oils. Any paint or impregnated oils need to be removed. even fingerprints of a sweaty hand can create the fisheyes you saw. I bet somebody handled the parts after final cleaning.
As I am sure you all know, PC is simply an electrostatically charged powder that "sticks" to the part with static electricity and it hangs on a hook while it waits to be baked.
The powdered part is put into the baking oven and the "paint" turns into a coating much like a plastic. once it "dries" (cools off) it is a very tough coating that is almost impossible to remove, even sandblasting takes forever to clean off the powder coating.
Good to hear the guy is gonna just redo the job, sounds like it is gonna work out ok.
