Adhesives?

I ordered one of these horn covers and when it arrived the cheap metal insert was detached from the cover itself. It was only glued in there probably with a cheap epoxy. I like the cover and want to keep it (no sense in exchanging for another cheaply made cover) but need a metal to metal adhesive that's going to hold if this is going to be mounted on my bike.

any recommendations?

JB Weld works pretty good for metal to metal.
