i tried to use it as a cruise control but it just seemed to me that if i really need to get off the throttle fast i would not be able to do it so i dont use it like that I guess you could if ya wanted to.
From what I recall it was put on Harley's from the beginning to keep the bike rev'd up so it doesn't die until it's warmed up enough. Now it's more of a tradition and cruise control.

You don't muscle it down so you can't turn the throttle. Just enough to hold the throttle by itself, but you can easily twist it still. When you loosen it though don't back it out all the way because it will screw up the little pressure plate inside that goes up against the throttle. They actually make a little lever that replaces it to make it lock and unlock with a simple flick of the thumb.
