I did this install a couple of weeks ago. I took a piece of wood, measured out the distance Progressive said - I think it was 5.5 inches - and marked it on the wood, then stuck a nail through the whole thing so it would hang down into the fork.

Fill until oil meets wood.

get a ratio-rite measuring cup from any motorcycle parts house. like cycle gear......
