I put 3.5" riser with 1" pullback on my 2010 fxdc and did not have to change out the cables. There was enough left over that the 4.5" would have worked. I recommend getting the risers from dennis kirk. Harley is going to over charge you. The stock handlebar clamp and bolts worked with mine.

I don't think the cables are going to be long enough. I put 4 1/2" pull back risers and the cables just had enough slack to accommodate, but there is no extra room left.
