Default Checking Fork Swing on DYNA

My son has a 2000 DYNA that he recently installed 12" apes on. I rode the bike the other day and it was so stiff, not at all like it was before he installed the apes. When I mentioned it to him, he said he liked it that way and wanted to make it even stiffer. He claims it handles better through the curves. Not sure about all that; I think it's way beyond factory specs. What is the proper way to check that? Is it similar to checking touring bikes where you turn the fork to full lock and note the positioning when you release the fork?

It's called "fall away". I don't have the procedure in front if me but it is covered in a few different threads.
