Yes it is a Super Glide
It is not a custom. The primary cover on the custom was chrome.
I'm guessing 04-05 FXD. Tank paint is right for an 05.
If you have pic of the other side it would help.

My personal opinion only: A super glide's looks do not benefit from being lowered. The long low back fender keeps the lines flowing without lowering.
It could have been set up for a shorter rider though.

Lowered on both ends - distance between dust caps and lower tree on the front forks suggests shorter springs/spacers to match the short (10"?) shocks on the rear end. Nice looking ride.

From what I see, it is neither. It's a regular ol' garden variety '06 FXDi Superglide. A Superglide Custom (FXDC) would have the speedo on the tank.
'06 was the first year for that style of wheel. Also, those forks look more heafty; the MoCo went from a 41 mm in '05, to a 49 mm for the '06 model. It has been lowered, IMO.
Also, the tail light looks "After-market" and it has a chrome headlamp bucket . In '07 (I think), the headlamp buckets came painted black.

Conversely, I DO like it lowered better. Pick what you like and go with it... of course, it's likely easy to change bolt-on rears and drop-ins on the front. If I was looking at that bike as a consideration, the only change I'd do is the bars.

I ride a 05 SuperGlide FXDC. The speedo is not on the tank!
On the custom, the speedo bracket is chrome not black.
The tailight is factory.
The windshield is a Harley removable.
Good call on the wheels.
Other than the horn and being lowered it looks like a stock FXD.
