Correct. HD has a TS kit that basically replaces the stock contoured stems with a tubular shaft. It's about $29 if I remember right. Cheaper if you buy from one of the online shops like Surydyke, House of Harley or Chicago HD.
The 2013 WG come with side mount plates. You will need the light relocation kit to do any mounting to the rear fender for bags, back rest, luggage racks. For the 2013 WG I think the kit was like $49 in the HD parts catalog. I only know this as I am doing the same on my 2013 WG lol.
I just ordered it all for my 2013 FXDWG also what you need is part numbers 54097-10 which is the docking hardware kit and 53968-06C which is the turn signal relocation kit.
Thanks everyone for the info. Yes it's Harley quick detach. And I have already moved license plate down by wheel. I also have docking hardware on order. Over the winter I took front turn signals off of handlebars and mounted led mini bullets on forks.
