Default bad rim?

I bought an '09 touring rear wheel that was powder coated. When it got to the house and I took it out of the box it made a rattle type noise. It sound like a tiny piece of something rolling around when I turn it like a steering wheel. So is the wheel bad or could in have happened from heat during the powder coating?
Thanks for any help.

I should have said it is the new style laced rim. It is not laced right now and there is no way I see to get it out.
