Default 1994 Heritage Softail primary torque

I'm now getting ready to install the inner primary. Service manual says that I should have loosened the engine to frame bolts and the transmission to frame bolts, then torque the inner primary on the engine side first, torque those bolts and then do the transmission. I didn't end up loosening any engine or transmission to frame bolts. Do I really need to loosen those bolts in order to put the primary back on or can I just torque it to spec and proceed? I've checked the main shaft, no binding on the bearing or seal like it says. Thanks.

Most folks just put it back on without loosening the motor and tranny mounts....it was in the right place before it came off....
