I don't know about low cost but you can always get some led's for your rear lights like those from https://www.superbrightleds.com/
At one time, I think you could get a kit that had replacement turn signal sockets in it that would take the standard 1157 dual filament bulb. You just swapped out the sockets, and added a wire for the running light portion of the bulb. I bet you could find a new socket at any auto parts store and swap it out. I think just a couple of screws hold it in.
It's cheap enough to add extra lights, such as an LED strip on your tourpak. The only problem with LEDs is that the technology still seems to be changing rapidly, so that yet better ones keep popping up. I'd avoid the really cheap ones.
I put bright *** lights on the rear brake lights on my bike. You can program the blink pattern. The P/N is BAL-1 I think. Easy enough to Google. They made a huge difference.

That's what I did on my other bike, and then painted the lenses red, since law says you can't have amber on the back lit up all the time. I just spliced into the running wire to the taillight on that bike, and it worked fine for years like that. Then, I wanted to get different turn signals, and used a splitter wire under the seat where it connects for the running wires to the rear turns, and put similar splitter on the turn circuits to LED strips I got off eBay for only a couple bucks, which I put on the backrest. Was going to get another strip to hook to the brake light and hook up to a Back-Off module that flashes to get more attention to my stopping. If you get the module make sure that it's the kind that will eventually go solid after a little while, or else people behind will think you're not really stopping (at least, that's what happened to me when I used mine on the taillight).
Bought this led board from Custom Dynamics for about $125, doesn't come with a new lens, just the board. Plugs into your existing 1157 socket. Have to look around their site to find this one without a new lens. Very bright.

Adding LEDs to your bags like our LED Run-Brake-Turn Lights would help brighten up the back end and look great too!
