can i put a 1998 dresser head pipes on a 1989 flhs. already have slip ons

Don't see why not. I put a complete 2007 twinkie exhaust system on my bike. It fit perfectly.

Yes, they will fit, but not with slip-ons that fit your original pipes (if you still have the flare-ended style).
