Default mounting fxrt fairing??

I'm mounting an early 80's fxrt fairing on my 87 fxr the neck bracket on the fairing has four holes, the neck on the bike only has two threaded mounting bosses. What are the other two holes for?

There should be four holes just behind the steering head. On one side, one is near the top and the other is near the bottom. They are in line with the steering head.
The holes may be covered by plastic covers.
The mounting points are four and are used to mount the Fairing Base.

Default fxr fairing mount

I thought so. Don't have the upper mount bosses on the frame. Was hoping that maybe the holes in the mount were for a rubber grommet. Thanks for the info.
