Doesn't fall into the basket case project territory but something to tinker with over the winter, just picked it up today so it needs to be gone over front to back. Nice to find a late 98 bike, last of the good ones! .
I would just relocate the front turn signals, run the wires through the bars. Maybe a new seat, some new pipes, new Andrews cam and lifters and torrington bearing if it didn't have one already and ride the snot out of it.

Just put a wrench to it and give it a good run before the snow flies, which will be soon up here. Drag bars and and a 'gunfighter' type seat. Might change the color to black.
Nice Dyna. My softail custom was set up just like yours before I stripped it down, changed bars, changed seat, wrapped pipes and on and on and on. Gone are the bags and shield. Overall though I don't have a lot into it. Even got a good deal on the wheels and rotors.
Now I am keeping my eye open for an EVO electra glide standard. Hard to find but they are out there. Something else to make it my way but have a good bike for the longer haul.

Yep forgot that I lowered mine. Softails of course are a major pain. But that Dyna will be so much easier. I still need to drop my front end a little but I want to wait until I tear it down to replace the seals and powder coat or chrome the lowers. One thing I did do that I thought set it off and was VERY cheap was a springer headlight bracket. It lifted the headlight up and out of the trees for a slightly more aggresive look. Small thing but I liked it.
